That was based on a poorly-remembered earlier discussion. Actually, my theory from then no longer makes sense. I just noticed that the Heron were dishonored around then end of the Twenty Years war, but it was actually 30 years later, so this doesn't make sense.

Not necessarily. Think England and colononial America. You're right on this as far as I can tell, though. The civil war was restricted to the Covenant area.
