No, it doesn't say that anywhere. It speaks of the "Twenty Years' War" fought in and around Covenant, and we know that the Herons were defending Bagrada FROM THE DARK (that is, helping the west keep the dark out of their lands) when Muirthemne was sacked.

I don't. Since there is evidence that the Myrkridia came from the West, I would think that the lands settled in the West would be settled with migrants from the East, just like the Cath Bruig Empire is now being settled by people from the West. Thus, relations should be pretty good. And if you think that because it's called "The Province", I know it says somewhere that the Province reffers to the big open plains around the major cities, their provinces - unfortunately I can't find that reference.
