I'd assume that he gets a lot of magical powers from all his artifacts as you say... but the leveller grants you:
Some minions who won't betray you because they are semi controlled by the very thing that drives your hate: the cycle. I don't know if Balor kept them in line out of fear or what, but it seems like the majority of them wouldn't like him too much... Specifically the Deceiver and the Watcher. Not that they'd work together to kill him though.
Immortality, most levelers hang around for a few hundered years
Possibly undead ressurection. I don't know if the Watcher makes ALL of the thrall and then soulblighter makes all the soulless, and they just divy them up among other fallen lords but that seems sort of odd. I beleive each of the fallen have access to necromancy, including Balor himself. He was able to infuse the myrimidons with unlife as it is.
