So he's only interested in (or commenting on, at least) the last seven years of hell, as opposed to refering to "the whole war, to date, has lasted this long".

Probably not. When did the last of the "non-northern" cities fall, and when is the "seventeenth year of the war"? I'm not sure, but I don't think it took ten years to conquer the Province. Countng or not the years the Forest Giants helped hold the passes.
So, we really have a mess.
