Well, GURPS says that the mandrake root just provides the energy needed for the spell. If herons used their own energy, they would get tired too quickly. Because of this, I believe that the spell is part of the training that herons receive, and the mandrake is simply the fuel.
However, you should also remember that GURPS modified the mythworld to make it fit with their own little RPG system, which means that they could have modified this info too.
Oh well. GURPS is as good info as we've got to rely on.
