You're right about the shade thing to a degree, but that doesn't leave a lot of powerful people left to resurrect. Besides, shades are avatara killed during the war, no before it. And I really don't see Alric bringing someone like Mauriac back as a Fallen Lord. But with the watcher, an ancient evil, dead (I call into question the actions of myth II since the deceiver was your leader for the later 3rd of the game, hence the death of him and shiver and possibly even soulblighter could be nothing more than a trick), the ranks of candidates are thinned out for future Fallen Lords. I guess it would have to be people we'd largely never heard of, which is no fun. You always want to see old characters that were good and even endearing come back as the bad guys, that's what makes the story so (forgive me) enthralling. :)
