I think that there are at least two options here:
1) that the Trow DID in fact fight against the Leveler just as the Humans do now, and this is a cycle that supercedes Myth species (hell, as a joke even the deer have their own version in the flavor texts! But then again, it is just a joke) and goes back for countless aeons. If this is true then I do not think that the Leveler would remember or care necessarily about past encarnations in the manner of Trow Callieach, et al. The Leveler seems to be a somewhat mindless antagonist who never really knows what's going on (hence, Balor's outrage at the placing of the Myrkridian standard at Rhi'anon, indicating that he still thinks he's Connacht). Perhaps the theories are right and the Leveler is nothing more than an all purpose population control device, like a giant can of Raid for the Myth world.
2) That the Leveler is exclusive to the Human race and has never been incarnated as a Trow or Callieach or any of the former "Great Races." This is obviously a suspicious theory as it comes from Myth III, which no one really seems to regard as canon since it's not Bungie. The whole story of that game seems a bit forced, like it's trying too hard to tie up loose ends. But regardless, if this is the case, and the Leveler is Human only then it would fall in line with the Myth world without a hitch. Here's why: sure there's no "Leveler" for the other races, possibly b/c the other races weren't in need of an all purpose antagonist/population reducer. Perhaps the younger races are more fertile than the elder ones. This seems to be a common trend in most mythologies anyways, why not here? But we're still left with the Trow who waged war against pretty much every race. Why? Perhaps THEY were the Leveler, in a different fashion. Their entire race was population control/antagonist, constantly being pitted against the other races. Who knows why this started? In the case of the Oghres, it's obvious: the Trow enslaved them. Maybe the Trow were the universal badguys (being created by Nyx) and Wyrd's creations were somewhat "nicer." Then again perhaps the Trow were enlightenned, and saw their role for what it was: enemy. Some badguys throughout history have no doubt realized what they were and accepted it as part of fate, the universe, or whatever, maybe that's the case with the Trow?
So basically, The Leveler has always been around and doesn't care what race he comes back as as long as it's the most powerful/biggest in population. Or that the Trow are a somewhat different version of the Leveler, as a race, harkening back to the god-struggle of Nyx and Wyrd, thus making Myth not a world where the races battle against flesh and blood, but against the very gods themselves (which would make for a more "mythical" experience). Think of it as the old and new testament: Two different sets of rules and needs for two different eras.
I personally would go with theory 2, but I really need to go to bed.
