Dispersal Dream is a typical Avatara Dream, explaining why Shades also have the same spell, concievably Energon cubes are powered by the Runestone which the first few Avatara found, and since most avatara are mortal, it may mean they cannot hold such a powerful spell within themselves.
The Fallen Lord's like Shiver or the Deceiver were granted their powers by The Leveler enity, though the Deceiver also had his avatara powers, and since both Dec and Shiver are immortal their bodies can cope with the strain.
