So the banish spell would work to get them back to their homeworld, but it is almost impossible to banish the fetch with that spell (so the excerpt says). So the best way of getting the fetch back home is ripping up their skin. But(!), what if the reason the fetch don't just let their skin get ripped up is because that doesn't really get them home.
When they get killed in game, the fetch don't really "die," but their skin just gets mangled so much that they can't use it to cover themselves from Wyrd's sight anymore, so their soul or whatever escapes. Just because that soul goes straight up beyond our view doesn't necessarily mean that they are going back home, though. The way I see it is the fetch really hate being on the myth world, but they can only get back to their homes if the banish spell or that planar summons spell gets cast on them. When they lose the skin, and wyrd sees them, he smites them. Smiting means death, not banishment. Fetch don't want to die before they get home, so they try to get Balor or soulblighter to send them back before Wyrd just kills them outright.
You get what I'm saying?

I thought it said it that way just because the Dwarf strongholds are in the region of the Great Devoid. Could be something more, though.
Maybe the dwarven strongholds fell into the Great Devoid! ;)
