I believe that the verdict was that the original armies of the west, and the rebuilt armies of the west, had multiple legions, as well as other fighting forces not a part of that system; but that each legion (of which we only see one in each game) refers to it's self as "The Legion", like you might say "the City" meaning whichever city is nearest you. Also, by the end of TFL, most of the Light forces had been consolidated down to just one big ragtag legion under the leadership of Alric, so "the Legion" could accuratlely refer to the entire army.
