The only two instances where we get to see D vs W, D wins both times... one at Tyr, and one at Silvermines. The Watcher couldn't get his own arm out of the side of the mountain, but the Deceiver could apparently (otherwise how is it lying on the ground there? W couldn't get it out and D is occupying that area when it's excavated). D was a more powerful magician because he was able to break the "powerful confinement dream" that held the Arm while W was not. I suspect the reason why D isn't there guarding it himself may be because he goes up there and says "Zap, ok, the confinement dream is broken, you guys dig it out while I go off and convert some Light soldiers!)
