Conversely, there may have traditionally been several Legions, but by the time of TFL they were so badly depleted that the survivors reorganized into a single "Legion." After the war and some population regrowth, they returned to the status quo of multiple Legions.

On the other hand, you'll notice that even the M2 narrator refers to "The Legion," so it may be that there were several Legions in TFL also, and people just don't bother including the number when they're talking about their own.
