No, Mazzarin was not one of the Nine. The Nine were the 9 avatara in charge of the Legion during the Great War. The Nine were all avatara but not all avatara were part of the Nine, but my guess is that at that moment there were only 9 avatara. Mazzarin founded the order of the avatara that doesn't mean the avatara were given the name The Nine all the time just for the 9 avatara who challange the Fallen during the Great War.

So The Nine were:
Alric
Rabican
Maeldun
Murgen
Cu Roi
and 4 others... which were none of the shades or Mazzarin

If you think Mazzarin was part of the Nine then The Deceiver must have been part of the Nine since he was an avatara during the Wolf Age. But no they both were avatara once but they were never part of the Nine.
