Haven't you heard of Voodoo? A large number of magical spells in all belief systems involve snagging a bit of your enemy's body and enchanting it in order to hurt him; a subset of these spells require the body part to be given back to him, or buried under his doorstep, or something. I would imagine the magic spell worked like--the Watcher's too powerful to petrify directly, so if we take bits of him and work a petrifaction spell on them, then return them into his body (by fir'Bolg express), the spell might spread virus-like into the rest of him.
