Um... actually, a Roman Legion was more like 5000 Legionairres. Also, you're assuming that the troops we see in the games are representative of total Legion numbers. As I see it, Berserks, and (more so) Herons were very much elite troops, sent to the most dangerous missions where Warriors would fail.
Technically, it would probably be possible to work out a rough number of total Legionairres during the great war by comparing the number of 'pips' on the map at the battle of Rhi'anon (which we know to be 2200 men) with those at the siege of Madrigal.
Oh, and incidentally, my personal theory is that there was only one Legion during the Great War, which served as an elite corps of troops- Alric's Praetorian Guard, if you will. By the time of the war against Soulblighter, total Legion numbers /may/ have been increased, Alric having seen how effective they were during the Great War, although this may have been impossible, given the number of casualties in the war. Perhaps a better alternative is that a single standing army became impractical, given that it would have had to exert authority over such a vast area, and the Legion may have been split into several smaller strikeforces (each one of which acquired the title of 'Legion'), which would have served as rural police forces and rapid response teams in case of localised uprisings (like the Kildaer incident!)
