That list needs some revision: Here's the complete list of all Shades that appear or are mentioned in-game... the ones which have been killed are checked off:

Sinis x
Scaripant x
Cormorant x
Mazzarin x
Turquine
Herod x
Phelot
Nym
Sycorax
Gullveig
Cailleac Bheur
[Rabican]

Rabican is bracketed there because the Watcher personally crushed his army. It is inconceivable that the Watcher, virtually the master of undead, would not make Rabican into a Shade following that battle.

Of course I don't have proof but let's be realistic!
The Watcher + a defeated Avatar battle archmage = a perfect recipe for shade-makin'.
