But, the narrator says in the Epilogue that "the Fallen Lords are dead". So thankfully we don't have to worry :)

Rabican is bracketed there because the Watcher personally crushed his army. It is inconceivable that the Watcher, virtually the master of undead, would not make Rabican into a Shade following that battle.
Of course I don't have proof but let's be realistic!
The Watcher + a defeated Avatar battle archmage = a perfect recipe for shade-makin'.
