The Shades cannot have been members of the Nine. Remember this quote:
"Two of the Nine were killed. Which makes them something like the Three if you also subtract Cu Roi and Murgen who did not survive the destruction of the Tain, and the others who have died this year."
So that means 6 of the Nine (2 plus 2 plus at 2—others) only just died this year. I somehow doubt the Shades only started to appear in the 17th year of the war.
