I think this quote from the Bagrada journal entry would seem to indicate the Legion was in some way an 'elite' unit in comparison to the other armies of the North.

"I guess the worst thing about having a reputation for being a bunch of hardasses is that the Legion always finds itself where the fighting will be ugliest."
