But why bother with Gower? There's nothing there; chances are everyone was long dead by the time the Dark reached the west, the lands blighted and the cities blasted the fragmented ruins. The Leveller wanted to be "master of the unthinking dead and their blasted lands", so I don't think he'd keep anyone in an occupied city alive - or would even occupy a city in the first place, just crush it and move on.

Anyway, my point is, nobody saw any point in moving out to Muirthemne and rebuilding the Cath Bruig Empire until Alric wanted to grab the Ibis Crown - what is there in Gower that would warrant going and rebuilding it, at least until the natural growth of civilization brought them near it?

Why take Soulblighter out of the equation? They could have said "most" specifically because Soulblighter escaped, meaning that all the others are presumed dead (though the Deceiver turned out to be barely alive still).

But again, why would anyone have to be in Gower? It's just a wasteland, a desicrated ruin of a kingdom, like most the eastern half of the continent, so the Light's not gonna be there. And sure, one last Fallen Lord COULD be there, but there's no evidence pointing to that, and a big piece pointing against it: the armies of the Light would move in and crush any Dark forces they suspected to be lying around. They're fated to win.
