Except that the Legion seems to have been conscripting every able-bodied male over the age of fifteen (explaining the typically high voices of the villagers). This would probably have included most blacksmiths. And, while women might have been able to make shells for the army in WW1, making shells is a low-skill, assembly-line process. Making good-quality swords or chainmail is not: it takes a lot of skill and experience to make a blade which is both light, strong, and capable of holding a keen edge.
