Going from the Wight flavour text in Myth 3, Culweh appears to have been a powerful necromancer at the time of the Great Cleansing, which I would estimate to have been some time in the late Axe age or early Wind Age. As for the Watcher, it's highly speculative just how old he is, although he's clearly already ancient by the late Wind Age. Considering that he was powerful enough to destroy Mazzarin near the start of the Wind Age, when most of the holdings of the Light fell, it's probably fair to say that he had already found the dream of unlife by this point. I would place his birth at some point in the early-mid Axe Age, making him the most ancient non-divine, non-Trow being on the planet.
