Well Sath HGK has some good points about the connection between Culwyeh and Shiver. However you need to understand that Bungie's Myth is not Take2's Myth... Myth3 is based upon the series and a legal continuation of it but not necessarily from the same writers and therefore not the same set of myths (no 'pun' intended).

So, Culwyeh can be an otherwise unknown sorcerer, or Shiver, even though M3 had wights existing before Ravanna became Shiver. That can be written off as the mistake of a group whose interest in plot wasn't a huge concern.

Huge debates have been made about this in the past. I've always believed that the Watcher found the dream and then made the thrall, which eventually fell into Balor's hands and the other undeads started to appear. If I remember correctly Silicon Dream and some others held another view: the dream was never found & therefore the Watcher was just a skilled necromancer. I still stand by my old theory but haven't thought about this in a long, long time.
