Well, the Herons were founded during the reign of the Third Emperor, Fulsom, which would have been about 800ish years into the Axe Age (or the Age of Reason, depending on your point of view). I don't think Soraganth is specifically stated anywhere as having used undead, but considering the TFL Journeyman's description of the Cycle (something to the effect of "and the land will belong in turn to the living and the deathless things..."), it seems likely. And, as the first Necromancer, it is probable that the Watcher was around way back then to help him do it.

...which does beg the question: What has the Watcher got against humanity in the first place?
