Absolutely! That's the thing: the Fallen are primarily military leaders, commanders and generals, who have subordinates like Shades and Trow to command the smaller subdivisions of forces.
And yet, take a look at the size of the Watcher, both his sprites and the Myth Artwork. I haven't seen a more physically huge Myth unit... the guy is practically a giant. There's no doubt he can hold his own in a fight, but why take a risk of danger to your own body when you can throw hundreds of entirely expendable zombies at your opponent? and when zombies are your magical forte? It's his apparent mastery in all the fields that make me love this guy. We just don't know how hardcore he really was.

Besides of course the divinities such as the Leveler. Discounting gods in human incarnations, the Watcher could very well possibly be the oldest human throughout Myth. I believe it, as there is no evidence to the contrary.
