I always figured that the Trow didn't care about the Oghres until the latter started insulting the former. The Trow seem to enslave when lesser species start stirring around. Humans probably didn't do enough stirring to grab the Trow's attention.
And the strange alliance between the Trow and the Ghôls was in my understanding due to the Ghôls' relationship with the dark gods; they know the names of some ancient dieties that no doubt concerned the Trow for some reason, at one time or another.

Yeah I agree that they knew about humans, but "we" wisely kept to "ourselves" so the Trow didn't give two clay craps.
