Perhaps we're just reading too much into the fact that Shiver uses the Wights first? Maybe Culyweh is simply another Fallen Lord, and his/her Wights are seen in Shiver's army first because she's the first Fallen Lord the men you're using encounter.
Think about it, none of them seem to be particularly grizzled, and some (such as the warrior in the pre Crow's Bridge cutscene) are obviously very green.
Maybe Culweyh invented them, and sent them to aid Shiver in her conquests. I'd contend that since they *are* all working for Balor and Shiver seems to be the frontal assault of the army at present- the others would be obliged to aid her.
