To add to this: Herons would almost never have positions of command in the army because they're not part of the regular army. Their job is to guard the Emperor, not to fight battles abroad or coordinate military strategy. Only rarely and in desperate times--as at Bagrada--would a bunch of Herons leave the Emperor's side for any reason.
Damas and Connacht could have attained high rank within the Bruig army precisely because they *weren't* Heron material...their concern was with defending the Empire and the whole human race, not just the Emperor's own life.
