The transition into being a Fallen Lord may grant some level of magical power. I mean, the ability to become a flock of Ravens definately isn't an ability he kept from his Heron days.
Maybe, where Bah'lal and Myrdred earnt their Fallen Lord status due to their formidable magical powers- Damas and Ravannah earned their places more for their loyalty and proven resourcefulness?
