Muirthemne probably wasn't hit with the Sunhammer in MJ's storyline, since it was still partially intact when the Dark breached the walls (recall the picture of Balor standing over the emperor's body in a largely undamaged throne room.) Could be Balor learned to fine-tune its power, though. In the Bungie games, of course, the Sunhammer is not mentioned and we aren't told how Balor took Muirthemne.
I don't believe Soulblighter is ever implicated as having a particularly big part in the creation of the Barrier. The game manuals just say the Empire was "razed/put to the torch and blighted" by the Dark. GURPS may say Soulblighter did a lot of Bruig-massacring--can't remember and don't have it with me--but I don't think it says he actually did the desertifying.
