I recall that quote as well, though not whether it said Fallen Lords or Fallen. I can't see to find it; I could swear it was from "Through The Ermine" or "Stair Of Grief" or somewhere therabout. But I do recall that it was in reference to the Deceiver, like "After the war, the remaining Fallen Lords were hunted down and killed by Alric's army, but somehow the Deceiver has clung to life in the icy Dramus river...". So, since the Watcher and Shiver were already dead and Soulblighter was nowhere to be found, they hunted down the Deceiver and (depending on whether it said Fallen or Fallen Lords) perhaps others (or perhaps the others were dead already).
