I think, in this context, that the number can represent any letter that it resembles. Though "7" does vaguely look like a "T" (e.g. Tru7h) it also looks like a "V" turned on it's side. Its use in the word seven is not limited to Bungie either; David Fincher's 1995 thriller Se7en is spelled exactly the same way.
