I understand all of this. I never really questioned it. I did, however, assume the government was still spending a small amount of collected revenue, because I assumed that these twenty people, even if they were only part-time, had a building, or at the very least an office, in which to conduct their business. And I was only counting basic office expenses. I suppose they could hold any meetings they have in the President's living room, but that seems a bit informal even for this system.
