In brief, and not in explaination, Socialism is intended to take root and replace Capitalism in already devolped industral countries.
It's never gotten into power.
Therefore, its hard to say if it works or not.
Calling Europe or the United States socialist or part-socialist (respectively) is, to my knoweldge, erronous.
