I think a lot of it goes back to schools, where kids [i]can[/i] get away with practically [i]anything[/i] especially in some of the worst schools.
When I was a student I was bounced between numerous schools, and over the years I found that the "worst" (in the way you mean the term) schools were almost never the ones we normally associate with that term, namely, poor inner-city schools. Certainly the quality of education at schools with far less funding was sub-par, and those schools did have their share of crime. But the crime was mostly petty theft, minor property damage, and occasional gang violence, and the students involved were almost always apprehended and punished.
The worst schools were often far more affluent. Students of a higher social order were just as prone to criminal behavior but often had parents who refused to accept or deal with the public shame of their child's delinquent behavior. And the status, and frequently money, involved usually got the more privileged student off with a slap on the wrist, where the less privileged may have faced criminal charges.
This bred in the student a sense of untouchability and entitlement that led to more and more destructive behavior. Some of you in America may remember seeing an example of this recently in news footage of that high school girl's soccer team assaulting the other team, the resulting criminal charges, and the parents continued ascertation that the students should not be punished by the school. Looking at the numerous cases of corporate crime and fraud that have emerged in the last couple of years, I can't help but feel that it is the end result of this same cause.
