You know what's wierd? Smugglers are so succesful in the world, yet we can't get stuff that's not only legal but beneficial into a country. (Calls up smugglers and drug companies.)

Extremist governments would hate western aid, but that's their problem, their people shoudln't suuffer for their government's idiocy.
But many countries dislike the US because the aid often comes with extremely large strings attached to it.
