If you're referring to the cluster bombs used in the Iraq war, they used exclusively on land mine fields to clear the land mines, not on civilian targets like a lot of propaganda portrayed.

This war was actually very much as you said, focussing greatly on military and regime targets, avoiding civilian areas and damage to infrastructure as much as possible.
