Ah, by silent I did not mean all covered-up, but rather trying to avoid civilians as much as is possible. As oppsoed to the easier method of "hmm...cluster bombs...nothing worng with them..."

Yep, UN should look after the palce and help it to stand on its legs, and afterwards offer support during the country's own new government's rule.
