There NEEDS to be an International Police Force... Cases to be addressed would be put before a council, and countries not in the IPF (International Police Force) would be invited to attend... If it's proven before this council that the dictators/whatevers are breaking the law (because the law applies to all, no matter how powerful or far away) then in go the boys to assasinate / capture / whatever... "Wait! That's too simple! The country would fall into turmoil!"... Oppostiion groups would be aided, etc, it'd bascially be a bit like a silent war, trying to get government only, avoiding civilians, and with heaps of propaganda... So, an international polcie force with army capabilities.
This is an interesting idea, and you're not the first to suggest something along these lines, but I think that it's a little needlessly complex. For starters, there is already a system similar to this already in place. The Security Council can call for a U.N. Peace-Keeping Force to enter a troubled area in an attempt to bring a stop to conflicts and resolve violations of International Law. Generally the U.S. plays a significant role in U.N. Peace-Keeping Forces as it did during the Bosnian conflict. Waging a "silent war" is not a good idea because if our motives are altruistic we want them and our actions to be as visible as possible to rule out any ulterior motives.
As for the turmoil that ensues when a nation finds itself without a government (as Iraq finds itself now), there are no easy answers. The most direct solution when the United Nations is involved would be for the U.N. Security Forces to keep the peace while the country is restructured politically. Only after a Constitution is created and a system of individual rights is established can autonomous authority start being retuned to the nation.

Perhaps not, but its interpretation does. Besides, a country's first priority is, and should be, to its own people. That's the whole idea behind a country. It's natural for a nation to act in its own best interests first. That's why the U.N. exists, to provide a forum where countries can work toward a compromise in which they all sacrifice a little to get most of what they want.
