My God! A new topic! That's actually relevant! AAUGHH!!!

But in any case, hebbo, and in relation to your topic: With the Deceiver it's definitely possible that the skull may indeed be that of some dead, powerful enemy. It's also possible, however, that his wand is a powerful relic of some kind (similar to the tain or Eblis stone), which would greatly expand the possibilities of powerful people who it could be. Also, knowing his connections to the Warlocks, it could well have a connection to them. Unfortunately for all of these particular theories, there are a couple of holes in them; if the wand is an ancient relic of some kind, it may well be that the skull was merely carved into it at some distant point in the past. It's also possible that, provided that the wand is of the Deceiver's own making, the skull is merely a demented kind of point example, and thus could conceivably be just a random old skull of anyone he's killed. It's a little vague (as is my memory), so it's very open to interpretation. We need more hard facts about it.
