The only arguments I can think of against this theory are that
a) a recent Fallen Lord's name would not be all-but-forgotten (even when the identity of a Fallen Lord was uncertain, as with Soulblighter, people still knew what his name *might* be)
and b) as previously discussed, the absent Fallen Lords probably remained in the East, so Culwyeh would have had to send his wights a few thousand miles to serve in the Great War--impractical, given wights' slowness and fragility.
