Do we know that much? I mean, I agree with you, but for the sake of rigor I have to point out that Culwyeh could be a sect of wizards, or the ruling body of a city or country (as in "Wights--the messengers of the Clinton administration"<--does not reflect my political views), or even a god or demon of some sort. But it's probably a person.

Who says he was the first to reanimate the dead? He may merely have been the first (in the last cycle) to create Wights, or the first to use them extensively.

I don't think anyone is a devout follower of Culwyeh--I think "devout pupils of necromancy" just means those who are really really into it. And even they barely remember who Culwyeh is. I think Culwyeh is probably a minor Wind-Age sorcerer who pioneered the combat use of Wights and is now only remembered by people who really study such things, just as almost no-one except for physics and chem students remembers who Millikan is.
My feeling is that the flavor text on "the ruined cities of the Trow" is meant to tell us that, prior to Bahl'al, humans had *never* used the Dream of Unlife. If they had, the Watcher would have gone looking for old books and such left behind by such sorcerers, instead of scuba diving in the Trow ruins. It's not even like the Trow are famous for their use of undead--you wouldn't go to their cities for information on the subject unless you'd first exhausted all other options. This is what makes me feel that Culwyeh was Wind Age.
