Depends on your point of view. If they were recent produce then a thousand Thrall is quite a large a large number for one man to be make taking into account that only recent graves and small area of the Province east of the Cloudspine were his catchment area.

Look at a Thrall, it's easy to assume that a complex undead creature, like a Shade could only be made by one being, they're free thinking mages, we can even assume that about Soulless, it'd be awkward enough to create a being with good enough aim to be a useful spearman out of a pile of worm food but a Thrall, a Thrall, look at em. We know that there are at least 3 necromancer's in the Myth world, Bahl'al, Balor and Soulblighter, (As described in the myth II glossary of, Sb learned Balor's greatest secret, the ressurection of the Dead.) A Thrall is about as simple as undead things get, it doesn't think, it doesn't cry, all it does is make the soldiers die. How hard can it be for an accomplished necromancer like Balor and SB to make one relatively fresh body, stand up, obey commands and swing an axe around, which is pretty much all a Thrall is. And so you know the reason Thrall use axe is because, once again from the Manual Glossary, they're too stupid.
