No it's patently fact,
"This evening at our camp just outside the keep I was awakened by a low rumbling. We watched in helpless silence as a massive army of Thrall, ten abreast and a hundred deep, marched out of the main gate heading south."
Myth II journal, into the breach, it's accomanied with a picture of the army marching out of te gate, also in game if you rush to the the bailey you can see the rear end of this force.

I am not trying to prove Bahl'al = Watcher, mearly disprove you.

There is no evidence to say that he was the only one either.
