It is not impossible for someone else to have found/learned how to raise the dead. In fact, doesn't Soulblighter teach his human minons the basics of this?
(Such as the Baron?)

I think the Watcher is Bahl'al, but as far as in game info goes, its no more than circumstantional evidince. (The Watcher attacked Tyr. Bahl'al attacked Tyr. Bahl'al=The Watcher)
