Well, we can safely figure that Culwyeh is a person and not a place by how bungie phrased the wight's flavor. It wsays "Messenger of Culwyeh" and no "from Culwyeh", so we can at least know that much. As for when Culwyeh was alive, that is still debatable.

Bahl'al went searching for the Dream of Unlife in Si'anwon, the sunken Trow city in The Deep. We know that he found it and used it to kill Mazzarin in the Wind Age. We also know that only the devout followers of Necromancy can even remember the name of Culwyeh.

If Culwyeh was the first to reanimate the dead, then it would follow that the Dream of Unlife was his creation. So he would predate Bahl'al, who was ancient even by the Fallen Lord's standards. So Culwyeh would have been alive at or before the time of Moagim. I strongly dout that Culwyeh would be alive during the time of Connacht, but it may have been possible.

So Culwyeh was probably a previous Leveler or Fallen Lord who first learned the secrets of the animation of the dead. The current Fallen Lords would be his devout followers along with the learned Warlocks and Avatara.

Let me know what you think about my theory.

Sincerely,
Pimpy™
