I can't help you with your query, I'm afraid (though don't think you're alone in encountering the same problem).
Just a word of advice; maybe you're referring to permission from the actual makers of the SW plugins; in that case I know nothing. However, if you're thinking of asking permission from Lucasarts for your non-profit 3rd (or 4th) party project, I'd just leave them alone if I were you. Lucasarts have achieved legendary status for stomping down hard on any non-official project involving their brand, regardless of intent.
