As military leaders or individuals? As military leaders, the Deciever does have that nasty habit of converting his enemies to his cause, so I would have to say the Deciever. As individuals, the only way to solve this problem is in Thunderdome, two men enter, one man leaves. Does the Wathcer's beefiness compensate for only having one arm? I mean, if the Deciever got him in a headlock and...oh never mind.
