Well, yeah. The game is about Soulblighter, Shiver and the Deceiver. It is not about the Watcher, and so there's no reason for Bungie to talk about whether Bahl'al is or is not the Watcher.
And

But this is my point; they don't talk about Shiver's true name or the Deceiver's, so why would they talk about the Watcher's?

By your own reasoning, Bahl'al is mentioned repeatedly in the flavor texts, so he must be one of the Fallen Lords who appears in the game. Therefore he's the Watcher.
