No, since that argument has one inherent flaw: it assumes that the leader of said junta is as good an administrator as he is a conquerer, which are completely different skills.

In my view, probably the best form of government would be an Oligarchy/Aristocracy (aristocracy in the truest sense of the word, namely rule by the best/most able). The problem with democracy is that it puts the responsibility of choosing a ruler into the hands of the people, and the people, as a group, are idiots (remember, the IQ of a mob is the IQ of its least intelligent member divided by the number of people in the mob). And because the ruler is chosen by the people, he is thus answerable to the people, which invariably means that you end up with huge amounts of dicussion and very little actually getting done. Any system of a ruler only staying in power for a set number of years until needing to be reelected will further hamstring him, since he will be unable to implement any form of controvertial long-term plan for fear that it'll lose him popularity in the short term.

If, instead, power is held by a small group of the finest thinkers (perhaps institute a series of rigourous tests for anyone going into a governmental career, with the highest scoring being chosen for the ruling Council, or placed in a waiting list to join the Council should one of the members retire or die), you ensure not only that it is only the competent who reach positions of rulership, but also reduce time spent procrastinating with endless discussion, while at the same time avoiding handing the reigns of power into the hands of a single individual. You would also gain the flexibility of being able to send individual or small groups of Council members to oversee particularly important projects or operations, which it would otherwise be impractical for the head of state to be present at- in effect, granting the benefits of a peripatetic rule while still maintaining a centralised governmental system.

Unfortunately, changing the current system to the one above would be quite a task...
